Looking at some of your art, my 'suspicion' would be that it's because your audience is... erm... well... "cross-eyed" at the time they look at your art, so they have trouble hitting the button. ;)
Having art (and audio) submissions with a lot of views but not a lot of ratings is not 'that' uncommon to see, though. Maybe your peers in the art forum have some deeper insights into the problem - as well as some good advice.
In doubt you can try a page out of the Clock Crew's guide to etiquette and write "Vote 5!!" under every submission. Although that is likely to increase the number of users who 'vote 0' as well...
